Specializing in process improvement, readiness analysis, and data-driven decision-making, he has led initiatives that have shaped military policy, optimized training pipelines, and enhanced operational effectiveness. With a B.S. in Industrial and Systems Engineering and an M.A. in Government from Johns Hopkins, James is dedicated to delivering innovative, strategic solutions that transform the way organizations operate and succeed.

As a co-founder and managing partner at Boulevard Consulting Group, Ryan Burge brings over 15 years of expertise in data science, advanced analytics, and technology consulting.
